Helendale School District is committed to supporting all students on their journey to proficiency in literacy, math, and college and career readiness. Our English Learner program follows the English Learner Roadmap provided by the California Department of Education, which guides us in implementing state standards, curriculum, instructional programs, and assessments that meet the unique needs of our English learner students.
The roadmap helps us focus on improving educational outcomes through high-quality teaching and learning. It addresses key areas including standards-aligned instruction, curriculum frameworks, assessment, accountability, educator quality, early childhood education, family support services, parent and community involvement, and pathways to higher education. Our goal is to build local capacity and continuously improve our services based on both our district's experience and current research that supports the strengths and addresses the needs of our diverse English learner population.
 
The Four Principles of the EL Roadmap:
 
Principle One: Assets-Oriented and Needs-Responsive Schools
We value the linguistic and cultural assets our English learners bring while addressing their individual needs.
 
Principle Two: Intellectual Quality of Instruction and Meaningful Access
We provide rigorous, engaging instruction that gives all English learners meaningful access to grade-level content.
 
Principle Three: System Conditions that Support Effectiveness
We create the structures, resources, and support systems necessary for effective English learner programs.
 
Principle Four: Alignment and Articulation Within and Across Systems
We ensure coordination across grade levels, programs, and services for a seamless educational experience.
District English Learner Advisory Committee

DELAC
District English Learner Advisory Committee

A District English Learner Advisory Committee (DELAC) is established when there are 51 or more English Learners in the district.  The DELAC advises on the development and implementation of our district master plan for English Learners (ELs). The DELAC provides input on important programs and policies, including the School Plan for Student Achievement (SPSA), the annual language census, reclassification procedures, and goals and objectives for English learner students.
 
DELAC meetings are held monthly and follow the Ralph M. Brown Act requirements per Education Code 35147(b). All parents and community members are welcome to attend.

English Learner Advisory Committee

ELAC
English Learner Advisory Committee

Each Helendale school with 21 or more English learners has an English Learner Advisory Committee (ELAC). The ELAC plays a vital role in supporting our English learner students and families by:
  • Advising the principal and staff on the development of the school site plan for English learners and recommending it to the School Site Council for inclusion in the School Plan for Student Achievement
  • Assisting in the development of the schoolwide needs assessment
  • Promoting strategies to help parents understand the importance of regular school attendance
  • Electing at least one representative to serve on the District English Learner Advisory Committee (DELAC)
